Version 7.x-1.24 adds dependency on Chaos Tools (ctools).
This IMHO is not well documented, thus when upgrading in a site without ctools, admin page shows WSOD with error 

PHP Fatal error:  Call to undefined function ctools_include() in ../eu_cookie_compliance/eu_cookie_compliance.admin.inc on line 20

I think users should be warned of the added dependency in Release Notes

I'll get this sorted shortly. Yes, you're right, ctools is now a dependency.

Here's a patch. I've now added a blurb in the README as well as on the module page to explain the dependency (and at the same time clarify how translations are handled, as there was a soft dependency introduced in 1.15).
