After compliance a button "Privacy settings" is shown - also in "Consent by default" mode.

When consent method is set to "Consent by default" (default), the settings for the Withdraw consent block are not shown.
This means I can't see and change these settings, although the button is shown in this mode too.

I think, this button "Privacy settings" should not be shown in this mode.
But if you show it, at least the Withdraw consent button has to be disabled. The mode says "Don't provide any option for opt out".

Yes, this is a known bug. It shouldn't be shown in that mode. I will take a look at this tonight. Thanks for the report!
