It seems to me that you updated from a version earlier than 1.15, which is when #2528272: Administration form is not compatible with i18n was introduced.
We changed the translation system, so there are no longer tabs at the top of the settings page.
Instead, what you have to do is to install
i18n_variableand its dependencies, then go to/admin/config/regional/i18n/variableand enable the translation of eu_cookie_compliance on that page. Then you will have a field at the top of the configuration page that allows you to switch language.See if that helps resolve your situation. If not, feel free to write in and I'll assist you.

miriammm commentedThank you for the tips, unfortunately i18n_variable and its dependencies were already installed, and /admin/config/regional/i18n/variable also had the translation of eu_cookie_compliance checked.
I am not seeing the Multilingual variables-link on the configuration page,
I tried uninstalling and installing the module, but this did not change the issue.

svenryen commentedDo you use drush? Can you run `drush pml --status=Enabled --pipe` and either send me the output or paste it here? I think it's a module conflict, so I'd like to see what the site is using.

I could get to your situation, but only if I modified the `
eu_cookie_compliance_variable_info` function to add the line`'multidomain' => TRUE,`By any chance, can you try to disable the `
domain_variable_i18n` module and see if that helps?Comment #10
svenryen commentedAha, now I see what's going on. Instead of using the modules "
domain_settings" and "domain_conf", you need to migrate the site to use "domain_variable_i18n", and then you need to apply the attached patch (or wait a few days for me to tag a release).domain_conf doesn't play very well with multilingual sites.
