On the Forum page, including support, other posts are listed but with no indication of how to post. Either this is due to access restrictions or it is not permitted. It would be helpful if the page indicated where to post -- in contrast with the chat facility

If I go to https://www.drupal.org/forum/support/before-you-start, I see an Add new Forum topic link. Isn't it visible to you? You already posted https://www.drupal.org/forum/support/upgrading-drupal/2018-04-27/drupalc..., so I take you see that link.

If the issue was the account not being confirmed, I confirmed it right before writing this comment.
