this is really a feature for the project module, not specific to drupal.org. it's also something i'm very interested in working on. even though this one is the older issue, http://drupal.org/node/65336 is duplicate with this, but is also talking about some additional, more far-reaching UI changes. so, i'm marking this as the duplicate. let's move any futher discussion of this into #65336.
