I have this working in Drupal 5 (see http://drupal.org/node/298180 ) and created the same patch for Drupal 7 since it doesn't look like much has changed in this regard.

I can't see any reason we can't have css aggregation while in private file mode - I just used hook_file_download to give access to the css folder.

I made a Drupal 6 version of this patch because I was having trouble with IE and IE unlimited CSS doesn't seem to work with private files. Seems to work well.

This ticket keeps getting closed but the code never makes it into a release. Any insight on that?

I checked and the above patch cleanly applies to 6.x HEAD at the time of writing.
