On https://www.drupal.org/pift-ci-job/984553 a few risky tests are reported which cause tests to report failure for PHP 7 + D8.6. The UriTest is one of these.

Let's fix that one by introducing a base class for target plugin tests. This will result into test coverage for the static method prepareTarget() for every target plugin.
