This is very similar to I can't submit eu cookie compliance settings form - but I am seeing "An invalid form control with name='withdraw_message[format]' is not focusable." on Chrome console when I try to submit the form. Any ideas?

Aha - there might be a bug there related to Wysiwyg editors.

For now, can you check the text format under the "WITHDRAW CONSENT" header?
It may not have been set and you can resolve this simply by selecting a valid text format and the form should save.

Thanks for reporting this.
It seems there was a flaw in the logic that checks text formats. FilterFormat::load() would return an object with status FALSE if the format had been disabled and the checks failed.

This patch solves the issue.
