Steps:
1) Navigate to Any Page.
2) Observe the sidebar horizontal black border across each block.
Expected: The placement of border should be independent of Logged In and Logged Out Users.

bandanasharma commented@rahulrasgon patch is apply successfully. This patch fix the sidebar border position for logged out user and it's working fine in the chrome and firefox. See attached files.
