Currently, the toolbar has some, but not every link related to our modules. The same is true for menu links.

Expected: Both the "GDPR" toolbar item and "Configuration / GDPR" should contain the same items.

My comment from #2972047-3: Remove custom GDPR toolbar item relates here as well:

In my personal opinion, it's kinda anti-pattern behavior that a contrib module set injects its own icons into core's Toolbar. An other argument is that site configuration made in connection with GDPR-compliance is not a frequently used tasks worth to gain such a high attention of administrators.

So I'd suggest to remove the "GDPR" menu item from the black part of the Toolbar, thanks.

I'm still seeing the main admin menu GDPR item. Was this intended this way?
I'm also of the opinion that all GDPR menu items should become located in the subitem under admin/config.
