As per https://en.wikipedia.org/wiki/Do_Not_Track, we have 3 values for DNT headers ( No tag, 0, and 1). Even in eu_cookie_compliance also explained about"Automatic. Respect the DNT (Do not track) setting in the browser, if present. Uses opt-in when DNT is 1 or not set, and consent by default when DNT is 0."
So just for curiosity, I have installed https://chrome.google.com/webstore/detail/do-not-track/epaickocpjcjjiopb... for my crome. This is providing 0 and 1 value for DNT header. (Need to clear drupal cache after changing the value, at least in my case)

svenryen commentedThanks. Just wondering, since I haven't seen a browser actually send the "DNT: 0" header (just 1 or no header).
