Commerce migrate tests stated failing with this
'The configuration name "system.action.commerce_delete_order_action" does not match the ID "commerce_order_delete_action"'

smccabe reported similar with commerce_pos and tracked it to this core issue, #2972003: Verify that the file name matches the ID when installing configuration

Proposed resolution

Rename system.action.commerce_delete_order_action.yml to system.action.commerce_order_delete_action.yml

Patch solves testing issue. Rename looks to match naming of other files and is preferable to updating the ID.
