The tmgmt module doesn't create a new revision to the entity after import the translation.
can it be configurable inside the general settings. so the users can turn it on/off?

This patch enables by default the ability to create a new revision by default. But it needs work to add extra configuration so the user can turn it on/off.

Thanks for working on this. See also #2942914: [meta] Translate unpublished node (revision) / Content moderation integration, might be better to combine it with that issue (which has no patch yet), there are more things to consider like content_moderation with existing forward revisions. We do plan to work on this functionality soon.

Revisions are now created by default when a translation is saved, see #2978341: Support pending revisions and accepting translation as a specific moderation state
