In #2952307: Move workflow config into standard profile the editorial workflow config, which was provided by the content moderation module, was moved into standard profiles optional config folder.

If you are a maintainer of an install profile or a distribution you should now add the editorial workflow config to your own profile.

#2952307: Move workflow config into standard profile also introduced Drupal\Tests\content_moderation\Traits\ContentModerationTestTrait. You can use that trait to easily create an editorial config in your tests.
