Can we remove sandbox projects from the 'New Themes' list. We can improve the quality of content by doing these kind of filtering.

I am not sure this has been fixed, but the More new themes link in https://www.drupal.org/download takes to a page listing only full projects, not all projects, which would include the sandbox projects.
