After changing the setting "Include minimal CSS, I want to style the overlay in the theme CSS." a cache rebuild is required. This is due to the css array being cached.

Investigate ways of modifying the css array while bypassing the cache, or clear the css file cache whenever this setting is changed.

I found a different approach.

The attached patch uses two different library configurations to provide the two different css files.
