Petr Illek brought up this issue as a sidenote in #2949588:

I'm always confused about the first checkbox – Enable PopUp. I leave it unchecked everytime I use this module, because I don't wan't a popup window in the middle of the screen. So maybe replace popup with more appropriate word (bar??) or change it to Enable Cookie Consent, because thats what the checkbox do. :)

Hi Petr! This string has been around since the longest time. Probably since the first version of the module for Drupal 5, and I totally agree with you. It's not a popup at all.

I've been using the term "banner" elsewhere in recent strings. Would you be comfortable with that term, or do you still feel alienated? Maybe "sliding cookie notice banner" although wordy would be accurate enough not to confuse people new to the module?

I propose renaming all occurrences of Popup and Overlay to "Cookie information banner" and "Thank you banner" respectively, or simply "banner" where the label applies to both. This patch should also be ported to D7.

This patch addresses the issue by replacing occurrences of "popup", "pop-up" and "overlay" with "banner".
