I installed 8.1 beta5 version to my drupal 8.5 beta version and when I login to site everything works fine but when I logout player doesnt work
I use JWplayer 7.12 and link field with formatter jwplayer
I am using .m3u8 live stream url

This was happening to me too. It's because the jw_player script is using .once() but doesn't declare a dependency on jquery.once. Core adds it for some of the admin features, but only for logged in users, so that's why this problem only happens for anonymous users.

For a quick fix you could add jquery.once as a dependency in your theme. In your libraries file:

  dependencies:
    - core/jquery
    - core/jquery.once
