theroyal commented- I am using http://drupal.org/project/mobile_number module for mobile verification.
- I created a new "mobile number" field at the "user account" fields
- there is a default text value that welcomes the number holder, with a verification !code.
- I replace the welcome messge in English with Arabic text. like :
but I failed to get it in Arabic, even sometimes mobile operators blocks my website SMS or delay it for supervision because it looks weird.
- in last year I had a project using Drupal 7 version and everything worked fine.
- but this problem now is on my new server and the project works on Drupal 8.

the same gateway clickatell was working fine in earlier project.
1- was drupal 7 but current project using drupal 8.
2- the clickatell API was HTTP but current project using REST
3- was using HTTP but current project using HTTPS

BASELOO commentedany help here for unicode issue with Nexmo SMS Gateway ? as i guess the issue related with SMS Framework because the unicode issue is enhanced in Nexmo module

dpiProject is obsolete now that SMS Framework provides support for services, including Clickatell.
