When the Responsive Preview Block is used in a theme without activated Toolbar, the debounce and displace-libraries are not loaded. So the errors "Drupal.debounce is not a function" and / or "Drupal.displace is not a function" are shown in the JS-console.

drupal.displace has dependencies: 

dependencies:
    - core/jquery
    - core/drupal
    - core/drupal.debounce

drupal has drupalSettings and jquery.once has jquery.
