As part of an ongoing effort to remove dependencies between the testing system and the simpletest module, hook_simpletest_alter() is deprecated.

The hook existed so that we could filter out some tests by implementing the hook in a module. Since we are moving to a PHPUnit-based testing model, this approach is outdated.
