Using core Workflows and Content Moderation, when node is saved without log revision message and NO CHANGE to moderation state, module outputs this type of message:

Ideally, should read just:

Also as an aside, this issue should also be fixed by #2915398: The moderation_state field is not computed during the creation of a new entity translation..

Content moderation has fixed the state bug, so this issue should no longer be a problem in recent Drupal releases.
