The new method \Drupal\Core\Config\Config::hasOverrides() determines if the configuration object is overridden.

If system.site:name is overridden in settings.php:

\Drupal::config('system.site')->hasOverrides(); // returns TRUE
\Drupal::config('system.site')->hasOverrides('name'); // returns TRUE
\Drupal::config('system.site')->hasOverrides('mail'); // returns FALSE
