[Code Improvement] Remove the static usages of methods in RefreshPageElementsHelper

Problem/Motivation

Right now the method usages of RefreshPageElementsHelper are all static. Static methods are like procedural programming, and they do not maintain the state between method calls.

Maintaining the state is important here particularly because there will be many page elements refereshing at a time when a product is added to cart. Maintaining the state of ajax response is very important here.

Proposed resolution

Remove the static usages of methods in RefreshPageElementsHelper class.
