I'd like to customize the invoice file (uc-order-invoice.html.twig) to modify the content. Is there a list of the available tokens published anywhere? I'm especially interested in replacing the order_link token with the correct token to display the order number in plain text.

The solution is the same for Drupal 8 and Drupal 7 - install and enable the contributed Token module. Then a link for the token browser will show up e.g. at /admin/store/config/checkout where you can view all the currently defined tokens.
