Yes. Let's say only admin could use it. Currently, all users are allowed to use when this module enabled.

couldn't an admin role be created and the permission only be given to the admin role ?

I follow the best practice of only using my 1st created user to admin the backend of the site. I never create content using the 1st created user. I create a seperate user that has complete control of the back end and use that user.
