Getting build.yml generated for testing should help #2901677: Allow projects to contain their own drupalci.yml file move along, and allow the existing parameter handling to be deprecated and removed.

build.yml files are generated in the root of completed tests’ artifacts directory.

I also removed the arbitrary restrictions for sending only modules (one step closer to testing themes).
