There's no information regarding how to translate messages in the README.txt. So i had to search through issues queue in order to find information regarding changes to translation workflow.
Applying patch, that adds instructions regarding translate of cookies pop-up messages.

«To translate the message displayed, enable the i18n_variable module in the i18n package. After enabling "EU Cookie Compliance" at admin/config/regional/i18n/variable, you will be able to set your translations on the settings page for this module.»
