After enabling the private message module, none of the default settings on the Account settings form are being saved. For example, I cannot change the 'Who can register accounts?' setting.
Change the way the custom submit handler private_message_user_admin_settings_submit is added. It should be added to the top level of the form so that the default submit handler for the form still runs. See https://www.drupal.org/node/2252165#comment-9437863

I suggest merging this patch into the next commit.
