Before Drupal 8.4.0, the Content Moderation module used to provide a 'content_revision_tracker' index table which stored the latest revision IDs for moderated entity types and bundles. The main use case for that table was to provide the 'Is latest revision' views filter.
The 'Is latest revision' views filter has been rewritten and moved out of Content Moderation, making the 'content_revision_tracker' obsolete, so it has been removed along with its own Views integration.
Actions required for site builders
No action is required for Views that are using the 'Is latest revision' filter, they will continue to work like before without any changes.
For views that were using a manual relationship to the 'content_revision_tracker' table, a manual update is required to remove that relationship from the view and add the 'Is latest revision' filter instead.
Note that the filter is only available for views are using the entity revisions table as the base table.
