Follow-up to #2821403: Add testing_example with kernel, functional, functional-js tests

Problem/Motivation

We have the new testing_example module, but its description page content is a little sparse.

Also, the .module file docblock needs to point to this description page info, rather than reproduce it.

We could have a heirarchy of pages with testing documentation, by topic. However this seems a little out of scope for a code samples project.

We should also support the tutorials under https://www.drupal.org/docs/8/phpunit This might be complex enough to require another follow-up.
