Just installed the latest dev and saving the settings causes this error, it seems the reason is that I had locale module disabled and function locale_language_list() is provided by that module. I guess either the locale module should be a dependency or the call to that function removed.

I've confirmed the tarball is updated now, so you shouldn't need the patch. Just go grab -dev again, sorry for the trouble, you happened to download the module on the weekend where a lot of changes were being made.
