The Topics overview on user level (/user/%/topics) has a "sort by" option in the filter box.
On group (/group/%/topics) and community (/all-topics) level this option is not available.
Can this "sort by" option also be made available on group and community level?

Yes, 'Sort by' and 'Order' options should be available for group topics and all topics page as well indeed.
