The D7 version of Taarikh uses Libraries API. The D8 version of Libraries API still seems to be dev release only. It also appears that it needs an entry in the central registry for this to work. While the idea seems cool, there doesn't seem to be enough examples out there.
Once the Taarikh module is usable, revisit the Libraries API and see if it can be used for this purpose. Meanwhile, add libraries directly in taarikh.libraries.yml file with additional code in taarikh.install.
