When I look in the recent logs I see this error:
Notice: date_default_timezone_set(): Timezone ID '' is invalid in limesurvey_sync_api_fixdate_dp2ls() (line 42 of /sites/all/modules/limesurvey_sync/api/limesurvey_sync_api.helpers.inc).
The Timezone of the server is set and is the same as the Drupal installation as well as the limesurvey installation. So all three are on the same timezone and report the same time.
I've tried both the latest version of limesurvey and the dev version.
As long as I don't need to access the limesurvey sync Settings page or the Drupal System Reports page all else is working on the site including the sync with my survey on Limesurvey.

AvO WebWorks CreditAttribution: AvO WebWorks commentedFixed for those who are also on ispconfig with a Ubuntu server:
The default timezone also needs to be set to your local timezone.
Although I had set the timezone in tzdata in Ubuntu it wasn't recognized in php.ini on the server.
Create a phpinfo.php file and find out which php.ini file is being loaded. Edit this to change the default server timezone.
