The small button color is #b1b1b1 which makes it look inactive. I don't think that small buttons are inactive. I think they are just small. The small button color has been this inactive color since the original commit from seven. AFAICT seven doesn't do this, so I'm not sure why it was introduced. I propose we remove it.
