When a view has a bulk form field added, and the "No results behavior" is defined (to show a message), the message is rendered twice - once inside the form, and again below the form - see screenshot. Note that the option to "Show the empty text in the table" is not checked.

This is the normal behaviour, Its quite useful when you have a long list of items, like on
/admin/content/node
