It may be needed to create a PO transaction using rules on an event (for example, when charging recurring orders). There should be a rule which creates a PO transaction for a given order, charge, PO number and payment method instance ID.

The rule action basically prepares parameters for commerce_purchase_order_transaction($payment_method, $order, $charge, $po_number) and then executes it.
