We have a plugin for the EU. The library has both EU and Canada.
So let's port https://github.com/commerceguys/tax/blob/master/src/Resolver/TaxType/Can..., creating a CanadianSalesTax plugin.

Rebased on top of #2875060: Incorrect unit price in the non-tax-inclusive price + display-inclusive tax scenario #2880484: Move TaxTypeInterface::getDisplayLabel() to the tax zone level, #2880485: Optimize TaxType::getZones(), tweaked the GST zone label to "- Federal -", fixed the issue where the rate summary wasn't displayed on the add / edit form.
