I have a membership site where newsletters need to be sent a certain number of days after a person joins. (and their user account is set up)

Can Simplenews newsletter deliveries be scheduled to go out "x number of days from registration" or anything similar?

No, simplenews does not have this facility.
Newsletters are always send to all subscribers. Perhaps simplenews is not the solution you are looking for.
