Now that the #2614644: Split DefaultContentManager into Exporter and Importer is in we need better tests for the Importer service. See #2640734-54: [PP-1] Allow manual imports as a working start.

2.0.x has better tests, IMHO an generic issue like this is never going to be resolved, so closing. The main chance to get more tests is together with new features or bugfixes.
