Remove vat tax from cart page

I am trying to remove vat from cart page and it should only apply on checkout page.

I am doing this using rules conditions. But issue is when user go back from checkout to front page and click on cart. Sometimes vat is showing on cart page. After refresh it is not showing.

Any help will be appreciable.
