Glossary view not working in panels

Not sure if this is an issue for views, ctools, or panels/panelizer.

Here's the issue: Using the default Glossary view, I've added a Content pane to the view and attached it to the attachment. When I put the view content pane into a pane, it doesn't do anything. Clicking on the Glossary letters does not change the content below the letters.

If I use the page url of the page display, the Glossary works as expected.

I had the Glossary working with panels about a year ago, but since then the modules have been updated and it no longer works. My current issue is using all recent releases of modules and core (views, ctools, views content panes, panels, panelizer). I am not using dev releases.

The work is on my local machine, so I do not have a url to share.

Maybe I'm missing something? Can someone else replicate this using the same modules recipe?

This is a bug that should be resolved since Glossary is a great view with panels.
