Description:
Prior to 8.x-1.3, users with permission to moderate an entity were able to moderate via the moderation form on the Latest version page, without having access to edit the entity.
#2852717: Limit access to moderation form based on edit access changed this behaviour by checking edit access to the entity.
Users without edit access are able to override this by being given the "moderate entities that cannot edit" permission.
