Would it be possible to set an option to create a new node revision when states are changed? This'll allow for easier multi-role management of nodes and workflows.

This is not strictly pertinent to workflow.module. That action should be made available from the action.module, which should provide some basic actions; any third party module could add actions that are related to what the module does (like workflow.module already does).
