Move code from hook_enable and hook_disable to hook_install and hook_uninstall

I am looking forward to any help for speeding up the process. I am not currently available to work on it till mid April as I am working my thesis defense. But I will be happy to add moderators and I have also informed current moderators who are proactively looking forward.

Added 2 two modules one we created as initiative for porting advance clock to d8 while training in a code sprint. So it might have some work already done. We cab pull that to d8 dev branch.
