The 8.x-3.x branch fails with core 8.3.x or 8.4.x because of incomplete schema definitions and this causes problems for e.g. Panelizer (#2856102: Update Panelizer to support core Layout).

This is due to #2796581: Fields must store their region in entity displays.
Since CTools is reimplementing field formatters, it must do the same.
