In order to comply with the Anysurfer rule (wcag compliance), we want to display the banner cookie at the bottom of the page, but as it is forward, it must be available as the first element of the page for the screen readers.

This patch replaces the appendTo in prependTo for the banner cookie.

Thanks. I did a small improvement, since we can't just change this behavior for a module that's used by so many sites. It was necessary to make an admin option for this functionality, it's placed under Advanced.
