Datetime Range custom formatter now uses `#markup` instead of `#plain_text`

In #2775669: Clean up redundant methods in datetime field formatters, the datetime range custom formatter (DateRangeCustomCustomFormatter) was brought into line with the single datetime formatter to use ['#markup'] instead of ['#plain_text']. This will impact developers or themers that were directly manipulating the render arrays for custom date range formatters.
