The form to add users is a textfield type. Could the entry method change to an entity_autocomplete?

Patch applied cleanly. The autocomplete widget shows up and appears to work correctly.

Mee too, patch aplies to dev branch (not alfa) using composer and works:

  - Installing drupal/acl (dev-1.x 4002405): Cloning 4002405baf from cache
  - Applying patches for drupal/acl
    https://www.drupal.org/files/issues/add_user_entity_autocomplete-2851571-1.patch (Add user using entity_autocomplete instead of textfield)

For those that are interested here is patch that will work against the alpha release
